Did UPS suspend its service guarantee?

Partly, and probably not along the line you would guess. UPS still guarantees UPS Next Day Air Early, UPS Next Day Air, UPS Next Day Air Saver, UPS 2nd Day Air A.M., UPS Worldwide Express Plus / Express / Express NA1 / Express Saver / Saver and UPS Worldwide Express Freight / Express Freight Midday. The guarantee is suspended on everything else it carries, including UPS 2nd Day Air, UPS 3 Day Select, UPS Worldwide Expedited and UPS Ground. UPS puts it plainly: the Service Guarantee "remains suspended for all other UPS shipments and services not specified in the above sections, from any origin to any destination."

The list is shorter than most shippers assume

The common mistake is to assume the guarantee tracks how fast or how premium a service is. It does not. UPS 2nd Day Air A.M. is guaranteed and UPS 2nd Day Air is not, despite the near-identical name. UPS 3 Day Select and UPS Worldwide Expedited both sound expedited, and neither carries the guarantee.

UPS does not publish a list of what it has withdrawn. It publishes a list of what is still covered, and everything absent from that list is suspended by default. The absence of your service from the table below is the answer.

Three conditions that catch people out

  • 2nd Day Air A.M. is commercial only. Section 54.2 of the UPS Tariff excludes “UPS 2nd Day Air A.M. Packages for Residential deliveries” by name. A late residential package on that service is not claimable even though the service itself is on the guaranteed list.
  • Next Day Air Saver runs to end of day. Until further notice the guaranteed delivery time is 11:59 p.m. on the commitment date, not the published morning or afternoon time. A Saver package is not late until midnight.
  • Residential Next Day Air gets 90 extra minutes. A 10:30 a.m. commitment to a residential address is judged against 12:00 p.m. instead.

Each of these is a reason a claim that looks valid comes back denied. An audit that scores lateness against the published commitment time, rather than the adjusted one, generates rejections.

Claiming a late UPS delivery

On a guaranteed service, a late delivery entitles you to a credit or refund of the transportation charge. That is the transportation charge only — the UPS Tariff excludes other fees, fuel surcharges among them.

UPS does not issue it automatically. Refund requests must be made within 15 calendar days of the scheduled delivery date, or of the date UPS amends the recorded delivery time, whichever is later. The second half of that is worth noticing: UPS reserves the right to amend a recorded delivery time within 48 hours, and where it does, the clock runs from the amended date. The window can be longer than the headline fifteen days suggests.
